Pilot Program
for students from francophone minority communities (FMCSP)
The Francophone Minority Communities Student Pilot () facilitates admission and enables eligible students to apply for a study permit under the pilot, which provides a fast-track pathway to permanent residence for Francophone individuals wishing to pursue their studies at Campus Saint-Jean or at the Centre collégial de l’Alberta.
1. Check your eligibility on the Immigration, Refugees and Citizenship Canada (IRCC) website

Benin, Burkina Faso, Burundi, Cabo Verde, Cameroon, Central African Republic, Chad, Comoros, Côte d'Ivoire, Democratic Republic of the Congo, Dominica, Republic of the Congo, Djibouti, Egypt, Equatorial Guinea, Gabon, Guinea, Guinea-Bissau, Haiti, Lebanon, Madagascar, Mali, Mauritania, Mauritius, Morocco, Niger, Rwanda, Saint Lucia, São Tomé and Principe, Senegal, Seychelles, Togo, Tunisia. - Other IRCC requirements
In addition to being a citizen of an eligible country, applicants must also meet IRCC requirements, including language proficiency, financial capacity, and other required documentation. See the full list on the .
Applicants must first meet the eligibility requirements set by Immigration, Refugees and Citizenship Canada (IRCC) before they can submit an application for admission.
2. Submit your admission application
- Create an account and submit your application through Launchpad
- Pay the admission fee : CAD $150 (non-refundable)
3. Your admission offer and payment of the deposit
If your application is accepted, you will receive:
- An admission letter for your program
- A letter of acceptance for the FMCSP pilot program
You will also receive instructions on how to pay the deposit:
- CAD $9821.80 for the following programs :
- Bachelor of Arts (4 years)
- Bachelor of Science (4 years)
- Bachelor of Education (elementary and secondary) (4 years)
- Bachelor of Education/Bachelor of Science (5 years)
- Bachelor of Education after diploma (primary and secondary) (66 credits)
- CAD $7556.40 – Business Administration Technician (2 years)
- CAD $9823.07 – Early Childhood Education (2 years)
Important :
- The pilot program offers a limited number of places. Only a second admission letter explicitly mentioning the FMCSP confirms your admission under the pilot program. Without this second letter, your admission is considered regular and does not fall under the pilot program. However, you may still be eligible for a study permit through the
- The Tuition Deposit is nonrefundable, except in cases where a student has paid the deposit, submitted all the required documents, and is subsequently denied admission or receives a study permit rejection (see Tuition deposit).
- The deposit must be paid before we can issue the letter of acceptance for the FMCSP pilot program.
- Online programs are not eligible for the FMCSP.
4. Submission of your official documents
Official transcripts and diplomas must be sent directly by your institution to transcripts@ualberta.ca. The email must be sent from an official institutional email address; personal email addresses such as Gmail, Hotmail, Outlook, etc. are not accepted.

5. Apply for your study permit through IRCC
The study permit application must include the documents required by IRCC, the admission letter, the PPECFSM letter of acceptance, as well as proof of payment of the deposit. For the complete list of required documents and official instructions, visit the .
